Problems connecting to public wireless network?

I had this same problem with a Dell laptop before. Now I'm having the same problem with a Sony VAIO. Sometimes when you try to connect to a public wireless network (such as a library) with my laptop, it says it connects, but then says "local access only" and not let me go online. Today I went to a library and connects very well. I was able to get online. Later I went to a library different and had the problem just described. I used to be able to connect properly to the public network that same library with a laptop different. So I know that's not a problem with laptops - laptops, since both worked in some places.
